Senior Technical Specialist –Data Integration Developer
Division: Technology Business Management Division (TBMD)
Project: Enterprise Analytics & Data Services
Position Overview
The client is seeking an experienced Data Integration Developer to support its Enterprise Analytics & Data Services team. This role will focus on designing, developing, and maintaining data integration solutions that support the enterprise data warehouse, operational data store, and analytics platforms.
The consultant will play a key role in building and maintaining ETL processes, supporting business intelligence solutions, and contributing to the modernization of the data and analytics platform.
Key Responsibilities
1. Data Integration & ETL Development
- Design, develop, test, and maintain ETL processes for enterprise data warehouse solutions
- Develop and maintain dimensional data models (star schemas, fact and dimension tables)
- Build and enhance data marts and subject-area data sets
- Translate business requirements into technical specifications
- Ensure data quality, validation, and consistency across systems
2. Data Warehouse & Platform Support
- Support ongoing maintenance and operations of:
- Enterprise Data Warehouse
- Operational Data Store (ODS)
- Data Hub (raw data ingestion layer)
- Monitor and troubleshoot ETL jobs and data pipelines
- Support a large-scale environment with thousands of ETL jobs
- Coordinate with upstream application teams during system upgrades and changes
3. BI Platform Modernization & Automation
- Contribute to modernization of the BI/data platform
- Implement automation frameworks and DevOps practices
- Develop integrations and enhancements using Java and/or Groovy
- Build reusable frameworks to improve efficiency and scalability
- Evaluate and implement modern data integration tools (Proof of Concept initiatives)
- Support hybrid data environments (on-prem + cloud)
4. Testing, Troubleshooting & Support
- Perform data validation and testing to ensure alignment with business requirements
- Troubleshoot and resolve production issues
- Provide ongoing enhancements and operational support
5. Documentation & Knowledge Transfer
- Document all deliverables including:
- Technical specifications
- Test cases and results
- Incident reports and resolutions
- Participate in regular knowledge transfer sessions with state staff
- Ensure all work is documented and shared in designated repositories
Required Qualifications
- Strong experience in ETL development and data integration
- Hands-on experience with Oracle Data Integrator (ODI) or similar ETL tools
- Solid understanding of:
- Data warehouse concepts
- Dimensional modeling (star schema, fact/dimension tables)
- Advanced SQL skills
- Experience supporting production data environments
- Ability to troubleshoot complex data and integration issues
Preferred Qualifications
- Experience with Java and/or Groovy scripting
- Exposure to DevOps practices (CI/CD, automation)
- Experience with cloud-based data sources or hybrid environments
- Familiarity with enterprise applications such as PeopleSoft or similar systems
- Experience in data platform modernization initiatives
