Project Scope/Tasks
  • The Enterprise Analytics and Data Services team requires (1) a consultant proficient in the design and development of Oracle SQL. PL/SQL, analytical models, tools, and programs.
  • This consultant must have advanced experience interpreting business data requirements and developing complex SQL queries, PL/SQL programs and have experience in Pension, Health Insurance, Customer Service, Finance, and/or Risk.
  • This should include a strong understanding and experience with information technology, business intelligence development, change management best practices, project management, and system development lifecycle fundamentals.
  • The consultant will support high volume data extract requests from internal program areas, data extracts needed to fulfill Public Records Act requests, court orders, legal requests, audit requests, data extracts needed to fulfill Employer Data Extract requests, and data extracts that support public-facing reports such as the Annual Comprehensive Financial Report (ACFR).
  • The consultant will perform data extracting, transforming, and validating for various enterprise customers. The consultant will also work on developing Pension data marts to fulfill reoccurring Pension data requests.
    To quantify the need, the Data Engineering team fulfilled over 857 business data requests in 2025.
  • This volume is expected to continue in 2026. Many of the requests are time-sensitive and must be delivered within the 10-day service level agreement window or sooner. In addition, each month includes many high-priority business data requests.
  • Not fulfilling business data requests within the service level agreement window is a risk to CalPERS because CalPERS is sometimes legally liable for fulfilling data requests and business operations and employer relationships may suffer because of not providing data. We do not have the resources to provide this type of service using state staff. This type of service consists of ad hoc requests that do not fit into regular project and application support activities.

The scope of this project encompasses the following tasks:
Deliverable 1:
  • Fulfill high-volume, one-time, ad hoc requests for business data requested by CalPERS business divisions.
  • Monthly fulfillment of business data requests is expected to consist of fulfilling 70-80 requests per month. This estimate is based on counts from 2025 and is expected to be representative of the workload in the 2026/2027 fiscal year. Most of the business data requests use SQL queries to query records from the my CalPERS database and/or the CalPERS data warehouse. The my CalPERS data model includes 2, 000+ tables that contain business transactions and related information. The CalPERS data warehouse model consists of 30+ fact tables and 100+ dimension tables. Business data requests have a 10-day service level agreement that the vendor will be bound to.
Deliverable 2:
  • Design and deliver a set of data marts that will support my CalPERS analytics.
  • Data marts will be handled in phases. Phase I is the design phase. CalPERS and the vendor will agree to the design and scope of the data marts. Phase II is the development phase. The vendor will develop data models for the data marts and the code needed to refresh the data in the data marts based on Phase I. Phase III is the review and acceptance phase where the data in the data marts is validated and the refresh code is integrated into the existing data platform's ETL batch window.
Deliverable 3: Knowledge Transfer
  • Knowledge transfer between the vendor and CalPERS will be facilitated through an existing process called Data Request Centralization where (1) requests for business data are submitted via ServiceNow, (2) requests are routed to the fulfiller, (3) request fulfillment artifacts such as technical documents and SQL scripts are added to the Data Request Library and (4) data is transferred securely to the requestor via a Data Locker. Any data issues that are identified during fulfillment of business data requests are reported to CalPERS and recorded in the Data Request Library.
