Job Description

Business Analyst
Location: Edmonton, Alberta, T5K 2M4 (Mostly Remote)
Duration: 1 years plus 12 months of possible extension

Key Responsibilities:
1. Operational & Business Analysis:
  • Support Child Care Claims Unit operational requirements and program initiatives.
  • Provide expertise on CRT and related services (Claims, Adjustments, Subsidy, Family Portal).
  • Conduct process reviews and walkthroughs for CCPN assignment, child search, enrollment, and data corrections.
  • Recommend practices to maintain data integrity, including validation rules, duplicate prevention, and reconciliation.
  • Facilitate focus groups and requirements workshops to define business requirements and edge cases.
  • Translate business requirements into specifications and acceptance criteria for IT service designers and developers.
2. Analytical & Reporting Support:
  • Conduct data, statistical, and operational analysis for program evaluation and policy options.
  • Lead working groups for system development/enhancements.
  • Design operational reports, dashboards, and workflows to monitor duplicates, exceptions, and reconciliations.
  • Define user security/access needs and coordinate role-based access design.
3. Project Management Support:
  • Collaborate with Product Owner staff and Digital Development teams to improve service delivery.
  • Provide input on schedules, strategies, and resource needs;monitor task completion.
  • Develop risk assessments, mitigation plans, and post-implementation reviews (e.G., duplicate rate trends).
  • Participate in system testing, create test strategies, plans, scripts, and coordinate UAT.
  • Administer change management processes and track outcomes.
4. Planning & Feasibility:
  • Provide expertise for planning, business case development, and process modeling.
  • Identify, design, and implement solutions to simplify or automate operations while maintaining auditability and privacy.
  • Review system deliverables from a user perspective to ensure objectives are met.
5. Change & Training Management:
  • Coordinate communications for multiple releases and stakeholder groups.
  • Design and facilitate change management activities for new processes.
  • Develop and deliver training strategies, plans, materials, and presentations.
  • Establish quality assurance processes to ensure data integrity and policy compliance.
Required Qualifications:
Education:
  • Degree, diploma, or certification (Intermediate Data Analytics preferred).
Soft Skills:
  • Ability to learn quickly, problem-solve, and work independently or in a team.
  • Excellent communication, analytical, time management, and problem-solving skills.
  • Strong work ethic and positive team attitude.
Experience:
  • 2+ years performing hands-on business requirement analysis and solution design.
  • 2+ years advanced Excel skills (Pivot Tables, VLOOKUP).
  • 1+ year experience with Power BI, PowerView, SQL Reporting, and Analytical Services.
  • 2+ years strong communication skills to convey technical concepts.
  • 3+ years documenting business workflows, use cases, and requirements.
  • 2+ years planning and conducting requirements workshops.
Preferred / Nice to Have:
  • 1+ year conducting impact and risk assessments.
  • 2+ years building positive stakeholder relationships.
  • 1+ year experience planning, performing, and monitoring UAT.
  • 1+ year using BI tools such as Excel PowerPivot, Power Query, and Power BI.
  • 2+ years public sector experience.
  • 2+ years hands-on data exploration and troubleshooting.
  • 2+ years Microsoft 365 specialist experience.
  • 2+ years documenting workflows and use cases.
